Where exactly is the hire point?
On Borik beach, the resort bay about four kilometres north west of Zadar Old Town. It is reachable by city bus in roughly fifteen minutes, or on foot along the coastal path that follows the water most of the way.

Usually yes. The islands of the archipelago break the open Adriatic swell, so the channel in front of the city stays flat on most summer mornings. Afternoons are more often choppy, so a first attempt is better made early.
